I havent finished going through the logs, but i have mail in my inbox at 99%
spam prob.

Seems spam prob was added by my SECONDARY server, and it was then forwarded
to the primary server - secondary doesnt stop, just tags with % - im
wondering if it is NOT getting processed on the primary because it already
was processed on the secondary and if there is a flag or something that
ewall 'trips' to prevent repetitive processing ?

Yes, EW1.x is not binded to specific machine and signs the emails that other
EW1.x will interpret as transparent (to avoid looping). This is changed in
EW2.x.
