Filter Process Order

Well I finally found some time to install EW2 again and start testing. So
far so good but I'm missing something. In EW 1.0 you could specify the
order of filters processed. I had my user filters scanned before the global
filters. How can I do that in 2.0? I've read the manual and did not find
anything. Any guidance or help would be appreciated.
